AfDB launches aviation finance plan
The African Development Bank Group (AfDB) has launched the Integrated Aviation Transformation Program (IATP), a continent-wide initiative designed to turn Africa’s rising aviation demand into sustainable profit. Announced during a two-day forum in Nairobi, the program aims to align policy, capital, and infrastructure to ensure the sector becomes a durable driver of regional integration.
Despite Africa accounting for nearly 18% of the global population, the continent represents less than 3% of worldwide air traffic. This imbalance is driven by structural constraints such as high capital costs, fragmented regulations, and infrastructure gaps. The IATP is designed to address these hurdles by modernising the aviation ecosystem and mobilising private, institutional, and concessional capital.
The forum brought together airline executives, transport ministers, and investors to explore how the program can de-risk priority investments and restore confidence among commercial financiers. Mike Salawou, the Bank’s director for infrastructure and urban development, noted that while Africa’s demand outlook is among the strongest globally, supply-side capacity has historically lagged behind.
Current financial performance for African airlines remains a challenge. According to the International Air Transport Association, African carriers are projected to generate net margins of only 1% to 2%, well below the global average forecast of 3.9% for 2026. Factors such as high fuel costs, heavy taxation, and incomplete market liberalisation continue to undermine the industry's profitability.
A major focus of the discussions was the Single African Air Transport Market, which is seen as essential for unlocking efficient intra-continental connectivity. Currently, intra-African traffic accounts for only about a quarter of total air travel on the continent. The African Union Commission has designated the single market as the AU Theme for the Year 2027 to highlight its importance to continental sovereignty and competitiveness.
The IATP will focus on practical delivery areas including airline bankability, climate-aligned aviation, and the development of cargo and logistics. By deploying innovative risk-sharing mechanisms, the Bank hopes to position aviation as a catalyst for trade and tourism. The forum concluded with a clear consensus that while Africa’s aviation growth is inevitable, the priority must now shift toward the execution of coordinated national reforms.
